Within the framework of the European Week of Regions and Cities 2026, the political debate “From policy to territory: Making the Pact for the Mediterranean work” will take place in Brussels on 14 October 2026, focusing on the implementation of the Pact for the Mediterranean and the role of cities and regions in its delivery.

The event is coordinated by the Government of the Balearic Islands and organized by the Med Cooperation Alliance (Euroregion Pyrenees Mediterranean, Adriatic Ionian Euroregion, MedCities, Conference of Peripheral Maritime Regions and Generalitat de Catalunya).

The Mediterranean Pact Action Plan, recently published, identifies a series of strategic areas of particular relevance for European territories, including the energy transition, migration dynamics, security, and economic integration.

As a living document, subject to continuous updates and supported by a dedicated governance framework, the Plan requires strong involvement from territorial levels to ensure effective implementation and alignment with local specificities.

The political debate will provide an opportunity for exchange between European institutions, regions, and cities on concrete ways to implement the Pact at local and regional level.

Particular attention will be given to the integration of the territorial dimension within EU cohesion policy, considered a key element for strengthening cooperation in the Mediterranean area and for building a more cohesive and resilient Europe.

This session brings together the following policymakers ready to share their vision:

Dubravka Šuica, Vice-President of the European Commission and Commissioner for the Mediterranean (TBC)
Margalida Prohens, President of the Balearic Islands Government
Aldrin Dalipi, President of the Adriatic Ionian Euroregion
Clare Hart, President of MedCities

The debate will be guided and moderated by Jaume Duch, Minister of the European Union and Foreign Action for the Government of Catalonia.
